Paul A. Schneider

  Paul Schneider     ...About Me

My professional career reflects over 25 years of business/technical consulting experience. I have functioned in most roles within the software development and systems management areas. My primary strengths lie in the areas of project management, business analysis, data modeling/ database design and application design.

I am an effective communicator, equally able to work individually, function within a team or assume leadership of one. Although no longer a developer myself, I am very comfortable managing teams of technical resources. I am also experienced at meeting with client personnel at the executive, administrative and operational levels to discuss requirements, proposed solutions, or simply to communicate the status of current initiatives.

I have performed Technical Project Management roles in multiple industries including Insurance, Telecom, Public Safety, Transportation, Nuclear Safety, Printing/Publishing and General Accounting & Distribution to name a few. I exhibit strong leadership and successful team building skills combined with excellent technical, communication, presentation, and customer service skills. I have proven myself to be a resourceful problem solver with a demonstrated ability to bring quick resolution to challenging situations. I am able to build and maintain strong relationships with vendors, customers and teammates.  When in a management role, I strongly believe in empowerment, delegation and mentoring when appropriate.

My Project Management background includes leading teams, developing and managing plans/budgets, devising time lines, monitoring project deliverable standards, overseeing technical design and development activities, documentation, development of training curriculum, training delivery, post-implementation support and maintaining quality assurance.

I have participated in the development of, and taught Project Management, Structured Systems Analysis and basic SQL courses for an international systems integration and consulting firm. On many occasions, I have been responsible for successfully planning, staffing and controlling multiple simultaneous projects.

Selected Achievements

  • Over a 6 year engagement period, working with a strategic partner as Director of their insurance practice, I managed a series of complex custom software development projects for a large insurance brokerage Customer.  I was personally responsible for the design of the underlying relational database architectures as well as project management of the development and delivery / support teams from conceptualization through post-implementation support.  Application areas included web-based Property & Casualty insurance fulfillment, Surety, Facultative Reinsurance contract and claims administration, Structured Settlement Planning and Insurance Certificate Issuance and Tracking.

  • As Application Architect, I led a functional design team responsible for reviewing requirements and defining the high level design strategies involved in integrating a selected set of 'best of breed' software packages targeted to replace a major telecommunications Client's current mainframe-based operations support systems.  The business functions affected by this deployment included their Customer Call Center, Field Operations, Remote Engineering, Materials Management and automated interfaces to Back Office Accounting.

  • I served as Project Manager and Lead Application Designer for a team developing a complex personnel radiation work and exposure management system that was deployed at multiple nuclear power stations throughout the US.  Application functions included access control, radiation work planning, radiation exposure tracking and management.

  • I led the initial (pilot) customization and deployment of the CLARIFY customer interaction tool set for a major telecommunications Customer's national integrated service center.  This comprehensive system empowered their Help Desk Tier 1 & 2 support personnel to effectively manage the collection and related workflow of Customer service requests, dispatching field resources as required, and tracking vital Customer information.

  • Working with Customer service center managers in a highly compressed timeframe, I designed and deployed a subsequently award-winning intranet based online Customer Support knowledgebase.  This web-based tool was initially designed to support the needs of a specific large Customer Client; the 'GlobalDesk Helpdesk Assistant' tool was later expanded to support a growing base of Help Desk Clients for the Customer.

  • I led the design and development of a multi-platform (MS-Windows, Macintosh) commercial job entry and submission software package specifically directed towards the digital printing and publishing industry.  This product is now installed on approximately 20,000 desktops throughout the world.

  • I was responsible for Project Management of the first County-wide Enhanced 911 implementation in the State of Illinois.  My responsibilities included coordinating the activities of several vendors and county/community governmental entities as they related to equipment installation and testing at several Public Safety Access Points located throughout the County.  .

  • I project managed the Analysis phase application requirements definition, system specification, application and database design for major national express delivery Client. These applications included: customer service/order processing and billing, over-the-road vehicle management --utilizing satellite based tracking and driver communications interfaces-- and driver/fleet compensation.  During the subsequent Design, Development and Implementation phases of the project, I assumed responsibility for the physical design, implementation and initial administration of the application database.
